“Güvenlik Paktı” genellikle ülkeler arasında güvenlik konularında işbirliğini güçlendirmeyi amaçlayan anlaşmalara verilen genel bir addır.

Soğuk Savaş’ın sona ermesiyle uluslararası sistem yapısal bir dönüşüme girmiştir. Amerika Birleşik Devletleri’nin (ABD) en büyük rakibi olan Sovyetler Birliği dağılmış ve Sovyet hâkimiyeti altındaki bölgelerde bir güç boşluğu meydana gelmiştir. Bu güç boşluğu, bölgede adeta bir süper güç rekabetinin başlamasına yol açmıştır. Bu durum, jeopolitik önemleri ve zengin doğal kaynaklar nedeniyle bağımsızlıklarını yeni kazanmış olan Türk devletleri açısından, her birine özgü güvenlik riskleri doğurmuştur. Uluslararası sistemden kaynaklı risklerin yanı sıra Türk devletleri arasında etnik çatışmalar, sınır ihtilafları, sınır aşan suların paylaşımındaki anlaşmazlıklar gibi güvenlik sorunları mevcuttur.

Türk dünyası bölgesel güvenlik kompleksi içerisindeki ortak güvenlik sorunlarının, Türk Devletleri Teşkilatı çatısı altında ve bir güvenlik topluluğu anlayışıyla çözüme kavuşturulabilmesi için neler yapılabilir?

“Güvenlik Paktı” genellikle ülkeler arasında güvenlik konularında işbirliğini güçlendirmeyi amaçlayan anlaşmalara verilen genel bir addır. Bu tür paktlar veya antlaşmalar, güvenlik, savunma, terörle mücadele, askeri işbirliği, bilgi paylaşımı gibi konularda ülkeler arasında çeşitli taahhütler içerebilir. Güvenlik paktlarının önemi toplumsal güvenlik, istikrar, bölgesel işbirliği ve barışın desteklenmesi gibi birden fazla maddeye dayanır. Her bir güvenlik paktı farklı hedeflere yönelik olabilir ve ülkeler arasında güvenlikle ilgili bir dizi farklı konuyu kapsayabilir. Bu paktların etkinliği; üye ülkelerin taahhütlerine, işbirliği seviyelerine ve anlaşmaların içeriğine bağlı olarak değişebilir.

Ayrıca, bölgede radikal hareketlerin varlığı ve narkotikle ilgili sınır aşan organize suç örgütlerinin faaliyetleri Türk dünyası devletlerinin tümünü tehdit etmektedir. Bu unsurlar bir araya geldiğinde Türk dünyasını oluşturan devletler arasında karşılıklı bir güvenlik bağımlılığı ortaya çıkmaktadır. Başka bir ifadeyle Türk dünyası içerisinde devletlerin karşılaştıkları güvenlik sorunları birbirlerini hesaba katmadan tam manasıyla anlaşılamamakta ve bu sorunların çözümü tüm bölge devletlerinin katılımı olmadan mümkün görünmemektedir. Bu durum, Türk dünyası bölgesini, güvenlik riskleri bağlamında uluslararası sistemdeki diğer alt bölgelerden farklılaşarak kendine has bir “bölgesel güvenlik kompleksi” meydana getirmektedir.

Türk devletlerinin güvenliklerini etkileyen dinamikler, Türk dünyası içerisinde, güvenlik sorunlarının tanımlanması ve çözümünde karşılıklı bağımlılık yaratmaktadır. Bu bağımlılık iyi yönetilemediği takdirde, Türk devletleri arasında anarşik uluslararası sistemin ortaya çıkardığı belirsizlik ve güvensizlik ortamının baskın hale gelmesine yol açabilir. Ancak, eğer Türk devletleri, etnik, dilsel, dini, kültürel, coğrafi ve tarihsel ortak değerler üzerine bir iş birliği inşa edebilirlerse, aralarındaki karşılıklı güvenlik bağımlılığının yarattığı bölgesel güvenlik kompleksi, sorunların kurumsallaşmış barışçıl yollarla çözüldüğü çoğulcu bir güvenlik topluluğuna dönüşme potansiyeline sahiptir. Özellikle Türk Devletleri Teşkilatı (TDT) başta olmak üzere, Türk devletleri, çok taraflı uluslararası örgütler aracılığıyla bu potansiyelin gerçekleşmesine yönelik adımlar atmaktadırlar. Türk dünyası bölgesel güvenlik kompleksi içerisindeki ortak güvenlik sorunlarının, Türk Devletleri Teşkilatı çatısı altında ve bir güvenlik topluluğu anlayışıyla çözüme kavuşturulabilmesi için neler yapılabilir?
