1800’lerin sonunda Batı’da, petrolün stratejik bir hammadde olarak değeri anlaşılmıştı. Batılı devletler ve şirketler, zengin petrol rezervlerine sahip olduğu bilinen Ortadoğu bölgesine ve bu bölgenin hâkimi olan Osmanlı Devleti’ne yönelik ilgilerini arttırdılar. Önce Deutsche Bank öncülüğünde bir araya gelen bir grup Alman sanayicisi, Berlin-Bağdat demiryolu projesi aracılığıyla bölgeye ilk adımlarını attılar. Almanlar, bu projeyle demiryolu hattı çevresinde bulunan, petrol dâhil tüm madenlerin işletilmesi hakkını ele geçirdiler. Ve sonrasında enerji alanında Türkiye için kayıp bir yüzyıl başlar…
Ancak 2. yüzyıl Türkiye için yeni ve büyük fırsatlarla başlamaktadır. Türkiye, yerli ve milli enerji kaynaklarından daha fazla yararlanabilmek için yeni politikalar geliştirmiştir. Türk Devletleri Teşkilatı ile, özellikle Hazar Havzası Hidrokarbon kaynaklarının Batı’ya aktarılması noktasında büyük avantajlar elde eden Türkiye, diğer taraftan Doğu Akdeniz’deki doğalgaz keşifleri için çalışmalarını aralıksız sürdürmektedir. Bütün bunların ötesinde Mavi Vatanımızda, Türkiye’nin 816 yıllık doğalgaz ihtiyacını karşılayabilecek gaz hidrat yataklarının mevcut olduğu bilinmektedir. Bu bağlamda 2. yüzyılın da Türkiye ve TDT için kayıp bir yüzyıl olmaması için neler yapılmalıdır?

Bu bağlamda Batılı devletler ve şirketler, zengin petrol rezervlerine sahip olduğu bilinen Ortadoğu bölgesine ve bu bölgenin hâkimi olan Osmanlı Devleti’ne yönelik ilgilerini arttırdılar. İzleyen yıllarda Ortadoğu petrolünün paylaşılması mücadelesi Türk Petrol Şirketi çevresinde gerçekleşti. Petrolün paylaşımı, petrol zengini toprakların paylaşımından ayrı düşünülemeyeceği için bu süreç aynı zamanda Osmanlı Devleti’nin Ortadoğu topraklarının paylaşımıyla örtüşmektedir. Türk Petrol Şirketi’nin tarihi 1914’de başlar ve 1929’da adının Irak Petrol Şirketi olarak değiştirilmesiyle sona erer. Ve Türkiye için enerjide kayıp bir yüzyıl başlar…
Günümüz Dünyasında enerji kullanımı gün geçtikçe artmaktadır. Küresel enerji tüketiminin, 1998 yılı baz alındığında, 2035 yılında iki kat, 2055 yılında ise üç kat artacağı öngörülmektedir. Bu durum, Kaynak ülkelerin konumlarına değer kazandırmakta ve bu coğrafyalara komşu devletlerin stratejik önemlerini de aynı doğrultuda yükseltmektedir. Bu çerçevede Türkiye, Orta Doğu ve Hazar Havzası başta olmak üzere, dünyanın ispatlanmış doğalgaz ve petrol rezervlerinin yaklaşık yüzde 60’ına sahip bir bölgede yer almaktadır. Türkiye, coğrafi olarak enerji arzı açısından zengin Doğu ile enerji talebi fazla olan Batı arasında doğal bir enerji köprüsü konumundadır. Ancak Türkiye görünenin çok daha fazlasına sahiptir.
Bu tespiti güçlendirecek başka bir husus, Türkiye’nin 14 farklı noktadan doğalgaz girişi sağlayan bir alt yapıya sahip olmasıdır. Bu alt yapılar, hem Doğu’dan Batı’ya hem Batı’dan Doğu’ya gazı gönderebilecek şekilde oluşturulmuştur. Bununla birlikte Türkiye’de 2’si petrol, 5’i doğalgaz boru hattı olmak üzere 7 enerji nakil hattı bulunmaktadır. Türkiye, Avrupa’nın enerji ihtiyacını karşılamada sağladığı katkı ile kritik bir öneme sahiptir. Bu önem, 2022 yılında Rusya’nın Ukrayna’yı işgal etmesi ve sonrasında ortaya çıkan ambargolar ile daha da değer kazanmıştır.
2. yüzyıl Türkiye için yeni ve büyük fırsatlarla başlamaktadır. Günümüzde toplam enerji talebinin ancak yüzde 26’sını yerli kaynaklarla karşılayabilen Türkiye, yerli ve milli enerji kaynaklarından daha fazla yararlanabilmek için yeni politikalar geliştirmiştir. Bu çerçevede Türkiye deniz ve karadaki yetki alanlarında, petrol ve doğal gaz keşiflerine yönelik sismik arama ve sondaj çalışmaları özellikle 2015’ten sonra hız vermiştir. Bu çabaların sonucunda, çok kısa bir sürede 700 milyar metreküplük Karadeniz doğalgazı keşfedilmiş ve ilk fazı 2,5 yıl gibi rekor bir sürede üretime alınmıştır. 2027 yılından itibaren 2’nci fazın devreye girmesiyle günlük 40 milyon metreküplük üretim hedefi ile toplam doğal gaz tüketiminin yaklaşık %25’inin yerli üretimle karşılanacağı öngörülmektedir.
Türkiye’nin ham petrol üretiminde de benzer bir sıçrama gerçekleştirilmiştir. 2019’da günlük ortalama 57 bin varil olan üretim, 2023 yılında 180 bin varile, rezer miktarını 450 milyon varilden 1 milyar varile, piyasa değerini ise 75-80 milyar dolar seviyelerine çıkarılmıştır.
Türkiye yenilenebilir enerji kaynaklarının kullanımına da ayrıca önem vermektedir. Ülkemizin 2027 yılı itibariyle, dünyada en yüksek yenilebilinir enerji kapasitesine sahip ülkeler arasında 10. sıraya yükselmesi öngörülmektedir. Türkiye, Nükleer enerji alanında da önemli yatırımlar gerçekleştirmektedir. Rosatom tarafından inşa edilen Akkuyu Nükleer Güç Santralinin ilk reaktörü, 2024 yılı içerisinde elektrik üretmeye başlayacaktır.
Bütün bunların ötesinde üniversitelerin, Türkiye Petrolleri Anonim Ortaklığı (TPAO) ve Maden Tetkik Arama (MTA) tarafından yapılan çalışmalara göre Karadeniz ve Doğu Akdeniz’de (Mavi Vatanımızda), Türkiye’nin 816 yıllık doğalgaz ihtiyacını karşılayabilecek gaz hidrat yataklarının mevcut olduğu bilinmektedir.
Türk Devletleri Teşkilatı ile, özellikle Hazar Havzası Hidrokarbon kaynaklarının Batı’ya aktarılması noktasında büyük avantajlar elde eden Türkiye, diğer taraftan Doğu Akdeniz’deki doğalgaz keşifleri için çalışmalarını aralıksız sürdürmektedir. Mavi Vatan Doktrini çerçevesinde deniz yetki alanları ve münhasır ekonomik bölge çıkarlarını korumak için Libya ile ikili ilişkiler korunurken, diğer taraftan da başta Mısır ve Birleşik Arap Emirlikleri olmak üzere bölge ülkeleri ile normalleşme adımları atılmaktadır. Bunlara karşın, batılı petrol şirketleri ve devletleri, Doğu Akdeniz’de en fazla pay alacak şekilde pozisyon almış ve öncelikle Güney Kıbrıs Rum Yönetimi’ni AB’ye tam üye olarak dahil etmişlerdir. Türkiye’nin Libya ile 2019 yılında yaptığı “Deniz Yetki Alanlarının Sınırlandırılması Anlaşmasının” sonlandırılması için girişimlerde bulunulmuş ancak başarılı olunamamıştır. Sonrasında Yunanistan ve İsrail’i bir araya getirerek yaptıkları anlaşmaları sürdürebilmek ve Doğu Akdeniz’in potansiyel enerji kaynaklarına sahip olmak adına, başta Girit olmak üzere Yunanistan’ın pek çok yerinde askeri üstler kurmuşlardır. Tüm bunların ışığında 2. yüzyılın da Türkiye ve Türk Devletleri Teşkilatı için kayıp bir yüzyıl olmaması için neler yapılmalıdır?
