ADALAR DENİZİ ZİRVESİ GÜNDEMİ
Türkiye Cumhuriyeti, Osmanlı İmparatorluğu’nun kadim mirasını devralmış bir devlettir. Bu yönüyle tarihi ve coğrafi bir misyonu ve geçmişten devam ettirdiği bir politik vizyonu bulunmaktadır. Bu çerçevede, imparatorluk bakiyesi olarak adlandırılan, eski tabiiyetleri ve bugünün komşu devletleri ile de bu çerçevede geliştirdiği ikili ve bölgesel ilişkileri bulunmaktadır. Fakat aynı komşu ülkeler ile Türkiye arasında, yine geçmişten miras kalan ve çözüm bekleyen problemler de bulunmaktadır. Bunlardan biri de Yunanistan ile, 1829 yılında bağımsızlık kazanmasından itibaren, önce Osmanlı ve sonrasında Türkiye Cumhuriyeti arasında tecrübe edilen Adalar Denizi hâkimiyeti meselesidir.
Yunanistan, Adalar Denizinin bir “Yunan Gölü” olduğunu savunmaktadır. Bu çerçevede Yunanistan, Ege Denizi’ndeki egemenlik alanını genişletebilmek adına, karasularını 6 milden 12 mile çıkarmayı amaç edinmektedir. Ayrıca Adalar Denizi’nde bulunan pek çok irili ufaklı ada, adacık ve kayalıklarının ana karaya bağlı olduğunu, dolayısıyla egemenliğinin başlangıç noktalarının da bu adalardan itibaren sayılması gerektiğini iddia etmektedir. Açıktır ki bu iddia, deniz sınırlarının önemli bir kısmını teşkil eden Türkiye’nin Adalar Denizi üzerindeki egemenlik haklarını ve kullanım imkânlarını önemli ölçüde sınırlandıracak bir iddia olarak karşımıza çıkmaktadır. Zirve, yukarıda adı geçen iki iddia hakkında Türkiye ve Yunanistan’ın iddialarını incelemeyi amaçlamaktadır.
